Founded in 2023 by veterans and community leaders, CAPS is a registered 501(c)(3) nonprofit organization dedicated to safeguarding the historic Cade Armory located at:2620 Winchester Street
Baltimore, MD 21216The Cade Armory stands as a symbol of loyalty, duty, and service, representing the proud legacy of the 231st Transportation Company, the 1229th Transportation Company, the United States Army, and the Maryland Army National Guard.CAPS exists to ensure that this historic landmark is preserved, protected, and transformed into a revitalized center that serves veterans, youth, families, and the broader Baltimore community.This is stewardship of history, not simply preservation.

Our Vision

To preserve and revitalize the historic Cade Armory as a multi-use center for enrichment, education, and social connection within the City of Baltimore.We envision the Armory as:

  • A military museum and historic memorial site

  • A veteran resource and support center

  • A safe and structured space for youth development

  • A community meeting and event facility

  • The official headquarters of CAPS

Our Mission

We strive to ensure the historical preservation of the building’s honored legacy and its deep attachment to the 231st Transportation Company, the United States Army, and the Maryland Army National Guard.We are committed to providing a safe, enriching, and sustainable environment for children, neighborhood residents, veterans, and the citizens of Baltimore City.Preservation is not optional — it is our responsibility.
